The Illinois Power Agency (“IPA”) is an independent state agency established in 2007. It is subject to the oversight of the Executive Ethics Commission.
The IPA prepares annual electricity procurement plans and manages power procurements for residential and small commercial customers of Illinois electric utilities who have not switched suppliers. The IPA is also responsible for the implementation of the Illinois Renewable Portfolio Standard (“RPS”), a state policy designed to drive the development of renewable energy resources. This includes competitive procurements for utility-scale resources and the administration of the Adjustable Block Program (also known as Illinois Shines) and the Illinois Solar for All Program for solar distributed generation and community solar.
