Flash floods swamped parts of Pennsylvania on August 13, as the National Weather Service implemented a flash flood watch, in effect until midnight (local time).
Portions of nearby northern Delaware, northeast Maryland and New Jersey were also under flood advisories. The NWS said that after days of heavy rain, flash flooding was more likely to occur given the saturated soils and elevated streams.
